Ukrainian President Volodymyr Zelensky Declares He Lacks Clear Security Pledge from Allies
President Zelensky has stated that Ukraine's partners in Europe have failed to provide concrete pledges that they will protect his country in the event of a fresh offensive by Russia.
"I am asking this very question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on midweek.
These remarks follow a day after Britain and France inked a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is finalized.
However, comprehensive defense assurances have not been agreed. The US, which has been leading efforts to halt the offensive, reportedly did not sign such a commitment at talks in Paris on the previous day.
Details of the Paris Talks
Following the negotiations in Paris, which involved some 30 countries that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said a significant number of soldiers may be sent.
Partner nations suggested that the United States would take the lead in monitoring a truce. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.
Moscow has not yet commented on the declaration made in the French capital.
Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about 20% of Ukraine's land.
Zelensky's Shifting Tone
The UK Prime Minister characterized the bilateral declaration as "a vital part of our commitment to stand with Ukraine for the foreseeable future".
He added: "It establishes the pathway for the legal framework under which British, French and partner forces could function on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's military for the years to come."
Zelensky hailed that accord as a "significant leap of progress".
Twenty-four hours afterward, however, he appeared less optimistic.
"I see the will, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when asked if European countries would defend Ukraine.
"However, until we lack such security guarantees - legally binding, supported by parliaments, supported by the United States Congress - this crucial issue remains unresolved. And should they materialize, you still have to rely primarily on your own strength."
Unresolved Issues and Ongoing Conflict
Negotiations in Paris were also notable owing to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.
One envoy stated the allies "mostly completed" their work on finalizing security arrangements.
Last week, the President indicated a settlement was "ninety percent complete".
Territorial concessions and security guarantees have been at the center of unresolved issues for diplomats.
Putin has repeatedly warned that Ukraine's military must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to end the war.
The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could withdraw its troops to an agreed point - but provided that Russia reciprocated the action.
Moscow currently controls about three-quarters of the Donetsk oblast, and some nearly all of the adjacent Luhansk region. The pair of oblasts constitute the industrial Donbas region.
Attacks have been escalating against Ukrainian cities - with a focus on power facilities. Russia has also made slow progress in seizing additional Ukrainian land.
Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, though with varying degrees of effectiveness.
